Education


Larry attended Georgia Institute of Technology in Atlanta, Georgia where he earned a Bachelor of Science Degree in Industrial Management. He also attended Woodrow Wilson Law School in Atlanta, Georgia.


Experience


For 15 years, Larry served as the Director of the Property Tax Division of the Georgia Department of Revenue. Finding the Division severely neglected and starved for resources when he became the Director in 1988, he fully automated the office and set up the first Unix network of computers in the Department running on PC's. Larry personally wrote most of the programs used by the Division as the Department was still several years away from developing any expertise in microcomputers which eventually overcame the mainframes as the Department's primary computing resource.

Larry was the chief architect behind the development of the Revenue Department's first Appraisal Procedures Manual which governs the manner in which all property in the State of Georgia is appraised. This comprehensive document was the largest single regulation ever promulgated by the Department and remains the cornerstone of all official appraisal procedures in Georgia.

Larry served as the Revenue Department's principal lobbyist with the Georgia General Assembly where he exerted a significant influence on most of the property tax legislation that was introduced from 1988-2003. He was highly regarded by the House leadership as the state's foremost expert in property tax matters.

As an educator, Larry conducted many seminars on the laws and procedures governing the property tax administration process. Most notable was the program Current Ad Valorem Edicts and Trends (CAVEAT) which he created and which still remains the Department's most popular single course with an annual average attendance of around 350 tax officials from all across the state.

Prior to joining the Department of Revenue, Larry owned and operated Griggers Computer Systems, Inc. where he provided computer consulting services to tax offices in Emanuel, Habersham, Hancock, Henry, McDuffie and Spalding counties.


Notable Accomplishments


Larry has served as Chairman of the Property Tax Section of the Southeastern Association of Tax Administrators. He also served as National Chairman of the State and Provincial Council of the International Association of Assessing Officials.

While attending Georgia Tech, Larry and a group of classmates got together and organized WREK, the student FM radio station which still broadcasts today. Larry's was the first voice ever heard on the radio station when it went on the air in 1968.

Larry is a private pilot.


Family & Hobbies


Originally from Lyons, Georgia in Toombs County, Larry now resides in Henry County near the city of Locust Grove about 35 miles south of Atlanta, Georgia. He lives in a fly-in community with his wife Debbie and son Michael.

Larry is very active in DeMolay, a youth organization, to which his son belongs. He serves at the Statewide Director of Education and of the Associated DeMolay Chapters of Georgia.
